Workforce Development Resources for COVID-19

The Pennsylvania Workforce Development Association is your go-to resource for workforce development representing the local workforce development system that connects talent to businesses and helps businesses sustain a competitive skilled workforce. 

All counties are operating in a "green phase", as part of the Governor's reopen and recovery plan.

Current Orders in Effect:

  • Masks: As of July 1st, a statewide mandate on masks went into effect - with more information here.
  • Business Safety: Orders in effect targeting the safety, cleanliness, and accommodations to be made on-site for in-person business operations. 
  • Worker Safety: Actions to be taken by employers and employees when active in-person business operations are occurring. 

Targeted Mitigation in Effect:

  • On July 16th, as a result of increasing COVID-19 positive cases, Governor Wolf signed an executive order implementing targeted mitigation efforts that places restrictions on workplace operations and gatherings including:
    • Bars & Restaurants - are prohibited from bar service; must operate only if providing sit-down, dine in, and take-out services; occupancy capacity restricted to 25% for indoor or 25 persons indoor gathers (including staff).  Nightclubs are not allowed to operate. 
    • Events & Gatherings - Indoor restricted to 25 persons; outdoor restricted to 250 persons. All counts includes staff. 
    • Teleworking - unless not possible, all business are required in part or whole to conduct operations through individual teleworking. 



Demand for Unemployment & Re-employment Services 

Pennsylvania is experiencing record-breaking unemployment applications - receiving over 2.5 million claims and benefit payments totaling more than $14.2 billion since March 15th. PWDA thanks Secretary Oleksiak, the Pennsylvania Department of Labor & Industry and the local workforce development system for their rapid response to the COVID-19 pandemic. Since March 16th, the Pennsylvania Department of Labor & Industry has:
  • CREATED new bases for unemployment eligibility:
    • If your employer temporarily closes or goes out of business because of COVID-19
    • If your employer reduces your hours because of COVID-19
    • If you have been told not to work because your employer feels you might get or spread COVID-19
    • You have been told to quarantine or self-isolate, or live/work in a county under government-recommended mitigation efforts.
  • ACCELERATED access unemployment benefits by waiving the one-week waiting period
  • WAIVED work search and work registration requirements
  • MOVED online all access to Unemployment and Workers Compensation services
  • GRANTED relief from charges for tax increases on employers whose employees seek unemployment compensation because of COVID-19
  • EXPANDED eligibility to unemployment benefits in accordance to federal relief acts.
